City flooding issues expand as rain falls

From the Bay Cliff Neighborhood Facebook page. The photo above and this comment was posted yesterday afternoon: “What’s going on here at Shannon and Monteigne? Smells like sewage. I am on my way out. Not sure what to do?” Another resident posted the crews were onsite until 10 p.m. and appeared to have fixed the problem.

    Here’s what I don’t understand. If the ECUA sewage system is a closed system (from my house into the sewer pipes, then to the mains, the pumping station and finally to the treatment facility), how can sewage infiltrate the separate stormwater drainage system or vice versa?!
