ECSO proposes $4 million budget cut

Sheriff David Morgan has proposed a reduced budget for 2009-10 – $74,681,845. This is a $4.036 million budget cut, 5.1 percent reduction.

Elimination of Helicopters $800K
Replace Jail Health Contract with in-house service $1.8M
Renegotiate Food Services Contract $100K
Retirements in this year and next fiscal year $816K
Elimination of contracted directors, streamline administration $450K
Elimination of Mediation Plus contract $45K
Elimination of Insurance for County Commissioners paid by ECSO $25K

Sheriff Morgan says his leadership team are looking for more cuts and hopes to see even bigger savings.

    He may have cut the budget, but he sure screwed up by hiring three new officers from Code Enforcement. Remember the Bubbas on patrol? Morgan hired the root of all the problems.

    Jail health service provider is Armor,cost appx $7million per year; prior contract was with Prison Health Service cost $4 million; but Armor gave Ronny Mac big$$$campaign donations:??????and won a no bid contract to provide medical service to the jail. In-house medical service,that could mean that all medical service will be provide by new/former medical staff, working directly for the Sheriff, which, in itself, is a good idea. Currently, the Sheriff has very little direct over-site of Armor and it’s services to inmates. That is why the Fed Gov is currently investigating prior deaths and poor service in the infirmary.

    It’s time for Morgan to provide the transparency he promised during his campaign. Looks like he’s only offering the low hanging fruit, and not making any serious concessions. What does he not understand about the shortfall?

    “Elimination of Contract directors”, whats that? Who, what function? “Streamline administration”, what function, who? The devil is in the details, Genereal. Retirements, those are savings only if those who retire are not replaced. Who, what function, where, and thats a good number, lets see the detail. And how do you know the current Budget is 78million and change? He gets money from many sources, lets see his total budget, not just part of it.
