Special Cow: Council’s Library Board Pick

library-books-on-shelvesPrior to its regularly scheduled meeting today, the Pensacola City Council convenes for a Special Committee of the Whole to select a representative to sit on the Library Board of Governance for the West Florida Public Library System.

The library system was recently placed under Escambia County’s authority. The board of governance will be establishing policy for the system, as well as overseeing the system’s finances and director.

The Library Board of Governance will consist of five members. Three have already been selected by the Escambia County Commission, one will be selected today by the city council and another representative will soon be selected by Pensacola Mayor Ashton Hayward.

Last week the county commission selected Francis Yeo and Rodney L. Kindig to serve three-year terms and Rodney P. Guttmann to serve a two-year term. Pensacola Spokesman Derek Cosson said the mayor has yet to make a selection—he’s currently considering seven or eight candidates—but would do so soon.

The city council has three names to choose from today to serve a two-year term: councilpersons Sherri Myers, Megan Pratt and President P.C. Wu have nominated David Bryant, Councilwoman Jewel Cannada-Wynn has nominated Dianne P. Robinson and Councilman Larry B. Johnson has nominated Joe Vinson.

Tonight’s special COW begins at 5 p.m. at Pensacola City Hall. The council’s regular meeting is scheduled for 5:30 p.m.

    Why was Mayor Hayward’s executive counterpart Escambia County Administrator George Tourat not allowed to make an appointment to the Library Board of Governance?

    Why is it such a big secret who Hayward is considering as nominees for appointment? Is David Penzone on the list again?

    Does the City Council have to confirm the appointment of the person nominated by Hayward as done in the case of the Downtown Improvement Board? If not, why not?

    Is this another case where, as future League of Cities President Weak Council President P.C. Wu so well puts it each time he mentally genuflects at the mention of Escambia County, “The County is over the City”?

    As one of only two municipalities in Escambia County, why didn’t the Town of Century – in which is located a library branch – get to appoint a person to the Library Board of Governance?

    As a first action, the Library Board of Governance should recommend changing the name of the library system from the “West Florida Public Library” to the “Escambia County Library System,” a nomenclature much like the “Santa Rosa County Library System” over the border to the east.

    As a second action, the Library Board of Governance should recommend changing the composition of the Library Board of Governance so each County Commissioner appoints one person living in each Commission district.

    As a third action, the Library Board of Governance should recommend that the Board of County Commissioners cancel the future Legion Field Library.
