Is the Main St. Plant vote by Co. Commission legal?

There is some question whether the Escambia Co. Commission has the right to force ECUA to enter into a 20 year contract with the county’s Perdido Landfill.

ECUA is a government entity. It’s required by law to competively bid for services. It’s landfill needs should be  done by sealed bid on a regular basis — normally three to five years for most government entities. A 20-year contract ties up the utility and its next 10 boards. Simply can’t legally be done.
The County Attorney should rule on this quickly before the interlocal agreements are done.
