City Council has power to decide Y lease

The City’s bond attorneys have finally issued an opinion on whether it’s the city council or the CMPA that makes the decision about the proposed lease for YMCA at the Community Maritime Park.

The CMPA is an agent of the city when it comes to leasing the private parcels at the park, but it can only act with the approval and consent of the Pensacola City Council and the mayor. Therefore, the city council must approve the lease and the mayor sign off on it before the CMPA can execute the lease.
