Steve Sharp’s First 100 Day Action Plan

  1. Review planning and permitting operations for the purpose of identifying operational improvements.  Develop an action plan to implement identified improvements within the first 6 months.
  2. Review and prioritize the city stormwater plan.  Identify additional funding sources, i.e. state and federal grants.
  3. Develop and initiate a plan to deal with aggressive transients and panhandlers.
  4. Initiate effort to work with City Council to provide tax deferment for qualified ‘Legacy Homeowners” living on a fixed income. Tax deferment would be based on the average annual property tax increase for the previous five years, before the recent explosive growth in property values.  Deferred taxes to be paid back at the time of sale or loss of homestead exemption.
  5. Initiate effort to work with City Council to provide tax deferment for first-time home buyers at median income level and below.  Tax deferment would be for the first 5 years with 50% to be paid back at the time of sale or loss of homestead exemption.
  6. Establish a Public Safety Liaison between the Mayor’s office and Pensacola Police Department, Pensacola Fire Department, Escambia Emergency Medical Services, and other agencies.
  7. Conduct a review of Pensacola Police Department call history to determine what additional staffing and/or funding is needed.
  8. Initiate process to enhance Pensacola Fire Department emergency medical response capability from Basic Life Support (BLS) to Advanced Life Support (ALS), Re-institute rescue trucks for Pensacola Fire Department.
  9. Review and prioritize the city sidewalk plan, (with emphasis on ADA compliance), and identify additional funding sources, i.e. state and federal grants.
  10. Review city operations and budget for cost-saving opportunities.
  11. Hold town hall meetings in each district within the first 3 months.
  12. Meet with each City Council Member within the first month to listen to their concerns and district goals to determine how we can better work together.  Establish a process for scheduling quarterly meetings thereafter.
  13. Establish a Youth Opportunity and Success Council for the purpose of ensuring our underserved children are provided the necessary resources and support.
  14. Establish a working relationship between the Mayor’s office and Escambia School District.  Initiate effort to work with Escambia School District to re-establish a physical presence on the west side within city limits, thereby providing increased student, parent, and neighborhood involvement and support.
  15. Move downtown parking/citation operations (attendants and administrative assistant) form city administration to the Pensacola Police Department, thereby eliminating two city supervisory positions and creating cost savings of approximately $160,000
  16. Initiate process to provide free parking for downtown employees.
  17. Establish a Small Business Advisory Council.
  18. Conduct a thorough review of all city ordinances, for the purpose of avoiding another situation similar to what occurred with local food trucks.
  19. Initiate City Staff Days in our community centers on a quarterly basis, providing easier access to city services for all citizens in our neighborhoods.
  20. Review the effectiveness of the city’s tax incentives.
  21. Review and update the city’s strategic plan to include measurable goals and set up a process to tie the budget to the core mission, priorities, and goals of the city.
  22. Establish a community advisory committee for Mayor’s 20% annual salary donation to community organizations.
