There really are two tourism issues facing the Escambia Board of County Commissioners: the governance and control of $5.5 million in bed tax dollars and the surplus in bed tax dollars for the 2012-13 fiscal year.
David Bear, president of Art, Culture, and Entertainment (ACE), has requested 25 percent of the overage for a cultural arts festival.
