My sources are saying that the RESTORE Act, which will allocate most of the BP fines to the Gulf states, looks like it is going to be included as Title 3 of the House highway bill that will be considered on Wednesday or Thursday of this week. This is especially good news as this bill will be the one intended to conference with the Senate highway bill (unlike the short term extension that passed two weeks ago).
