Buzz: Who chairs first council meeting?

The Pensacola City Council needs to decide who will chair the first meeting of the Pensacola City Council when it decides who will be the first council president? Outgoing Mayor Mike Wiggins says he will do it, but he will no longer be an elected official. At the school board, the superintendent of schools chairs the meeting briefly and then hands the gavel over to the new chair. Maybe Mayor Ashton Hayward should chair the election of the council president.
