A report released Thursday by the LeRoy Collins Institute said local-government pension plans continue to place a significant burden on municipalities across Florida. The report evaluated 151 local pension plans, including the city of Pensacola general employee and police pensions.

The two plans, which have been closed, received D’s.

The grades were based on criteria such as employee contributions rates and whether plans are fully funded to cover current liabilities.

The city’s fire pension was not included in the report. It has been consistently graded “C,” the last time being in 2010.
