Another Owner’s Rep contract dated March 20, 2012 for Bayfront Pkwy Landscape Improvements. Work done Oct. 1, 2012 to March 31, 2012. Fee $10,000
Jerry Pate Design not the low bidder on Main Street Project: Hatch Mott $46,334 Pate: $56,000 Volkert: $70,000

Two Landscape Architecture Agreements, dated April 4, 2012. JPD fees $5,000 each for design

The email trail shows that the discussions regarding Jerry Pate Design began in the fall of 2011 (Hayward’s first year in office). There is an email from Chief of Staff John Asmar to George Maiberger requesting two more quotes on the Main Street work – Oct 27_12email. When bids came back, Maiberger emails on Nov 15, 2011 Asmar who says he will discuss it with the mayor – Nov_15_11. Two days later Asmar emails Maiberger that the mayor has selected Jerry Pate Design, the second low bidder – Nov_17_11. Note: Mayor Hayward did not have to select the low bidder.

It took awhile for the city to get signed agreements with JPD. An Dec. 1, 2011 email talks about Steve Dana wanting to get paid for work that JPD had already done on Admiral Mason Park and he had given the contracts to the mayor “a few weeks ago.” Dec-1-11 Asmar writes that Dana must resubmit and can not get a payment until “K (contract) is received and approved.” Resubmit

There are other emails but nothing that really stood out to me. City staff appears to have followed their procedures, while also trying to accommodate the mayor. Here are the documents I received today – JPD
