Many homeowners find themselves facing repair costs that far exceed their financial means.
- County Solution: Recognizing this critical need in our community, Escambia County developed the Housing Demo and Replacement Program through the Neighborhood and Human Services Department. The program identifies qualifying homeowners who are struggling with severely deteriorated homes and offers a comprehensive solution: demolishing the unsafe structure and replacing it with a brand-new home. It is funded through Florida’s State Housing Initiatives Partnership (SHIP), demonstrating how state and local governments can effectively collaborate to address housing insecurity.
From Despair to Hope: Ms. Bonner’s Story
For District 5 resident Luverne Bonner, the program has been nothing short of transformative. After enduring 25 years in a progressively deteriorating home with major electrical issues, leaks, and structural problems, Ms. Bonner found herself unable to safely host family gatherings—a heartbreaking situation for someone who values family connections.
“It means everything to me,” Bonner explained at her recent ribbon-cutting ceremony. “With the old house, I really couldn’t have my kids or grandkids come stay with me… I didn’t feel comfortable with them being here.”
Now, with her brand-new home, Ms. Bonner can once again be the grandmother she wants to be, hosting family in a safe, comfortable environment. The April 4th ceremony represented not just a new house but a restoration of her ability to nurture family bonds.

District 5 Commissioner Steven Barry has been a vocal supporter of the program, noting: “It is incredibly rewarding to see lives changed for the better through county programs like this, which help greatly improve the quality of life for residents in need of a helping hand in our community.”
