CRA only has four rules

COMMUNITY REDEVELOPMENT AGENCY (CRA) OF THE CITY OF PENSACOLA

POLICIES AND PROCEDURES
(amended January 24, 2011)

1. General

Unless expressly provided otherwise by law or action of the Agency, ordinances, policies and rules of procedure for the City of Pensacola shall apply to the Agency.

2. Vote of Agency Governing Body

Provided that a quorum is present, a vote by a majority of members of the governing body (CRA Board) present and voting shall be sufficient to be an action of the Agency.

3. Appointment of Board Vice Chair

Following the election of the Board Chair as provide in City Council Resolution No. 22-10, the Board shall elect a Vice Chair.

4. Execution of Contracts

Contracts of the Agency shall be executed by the CRA Chair whose signature shall be attested by the City Clerk. The Vice Chair is authorized to sign in the absence of the Chair.

The rules are silent to who approves contracts. In the absence of a specific vote approving a contract, I don’t believe the chair can assume he/she has that power.
