Crestview Police Major indicted for racketeering and much more

The City of Crestview appears to be falling apart. The State Attorney’s office has announced that Major Joseph E. Floyd has been indicted for racketeering. According to court documents, Floyd and officers under his direction used excessive force on persons who were not resisting arrest and were in custody. Suspects were tased without cause. Other incidents included striking suspects in the head with an assault rifle, elbowing them in the throat and kicking and beating a handcuffed suspect. One officer was ordered to ease a suspect as part of her initiation into the Street Crimes Unit.

Major Floyd bragged about his physical abuse of suspects and prisoners. He said he didn’t care about people’s civil rights. He filed false police reports to conceal his misconduct and criminal activity and directed other officers to do the same.

On multiple occasions, Floyd solicited sexual acts, using graphic, crude and vulgar language, from women, including female officers of the Department. He offered employment and special assignments in exchange for sex. He introduced female officers as “department sluts” and “department whores.”

It appears the Police Department may have targeted for a drug bust a political candidate for mayor and his 15-year-old son. Floyd ran undercover operations to investigate employees of other departments at the City of Crestview.

Included in the report are claims that Floyd intimidated fellow officers and “scores of officers left the Department between 2007 and 2012.”

This is a blockbuster story.
