ECSO and U.S. Marshalls apprehend fugitive linked to heroin ring

Escambia County Deputies and the U.S. Marshall’s Task Force apprehended James Jonathan Mitchell, 50, who was being sought on a revoked bond. After receiving numerous tips from the community, Mitchell was located in the drive through line at a Highway 98 restaurant and arrested.

Mitchell was initially arrested on May 20, 2014, on numerous charges stemming from a narcotics investigation pertaining to the sale and distribution of Black Tar Heroin in Escambia County, Florida. Black Tar Heroin is a potent form of heroin, mainly produced in Mexico and smuggled into the United States.

Mitchell’s girlfriend, Phoebe Roper, was also arrested in May with Mitchell. She was found dead on June 29. Mitchell went missing around that time.
