Harris cleared of all ethics charges

Press Release: The Florida Commission on Ethics upheld the Recommended Order of Judge Diane Cleavinger and cleared Dr. Brice Harris of any wrong-doing. Harris was cleared of all allegations that he violated Florida’s ethics laws in a case that stemmed from Harris’ involvement in a state-backed economic development initiative known as “Project Odyssey.”

In a press release, the Commission stated that it has “adopted the Recommended Order from the Division of Administrative Hearings finding that BRICE HARRIS, former employee of the Governor’s Office of Tourism, Trade, and Economic Development (OTTED), did not violate the ethics code when he went to work for a private corporation in connection with a project that was developed while he was an OTTED employee.”

Following a full public hearing on the matter, Judge Cleavinger concluded, “Upon consideration of the facts found and conclusions of law reached, it is RECOMMENDED that the Florida Commission on Ethics enter a Final Order and Public Report finding that no violation…has been demonstrated.” The complete record of proceedings is available for viewing on the Division of Administrative Hearings website at:

“I would first like to thank Judge Cleavinger for her diligence and attention to detail in this matter,” stated Harris. “I knew these personal and public allegations were politically motivated, and that I was innocent of what I was accused. I am pleased that the Ethics Commission has finally done what it should have a long time ago, which is to dispense with these unfounded and unwarranted charges,” Harris added. “While it took more than two years to accomplish, I knew all along that I would be found innocent.”

“It is unfair to the citizens of Florida that people can use the ethics laws to further their own dubious political causes,” stated Harris. “That so many good people and reputable institutions were harmed by this long, arduous, and flawed process is a testament to the need for fundamental ethics reform in Florida.”
