The Gulf Breeze state rep has been busy:

HB 1591 Education: Authorizes individual district school boards by resolution to allow inspirational message at specified secondary school-related events; provides legislative intent. Effective Date: July 1, 2007.

HB 1593 Hurricane-relief Funding: Provides exception to time limit for application by local government for waiver of all or portion of required match for financial assistance from Federal Government under federal Public Assistance Program; provides for expiration of exception.

HB 1595 False Claims: Provides that purpose of Florida False Claims Act is to prevent state from paying false & fraudulent claims; redefines “claim” to include claims filed electronically; provides for civil penalties for fraudulent claims; reduces time limits for proceedings; revises period in which stay to conduct discovery may be granted; provides award to agency injured by false or fraudulent claim; revises time limitations periods.

 

HB 1597 Persons with Developmental Disabilities: Requires APD & AHCA to establish pilot project for certain clients who are currently served through federal waivers for Medicaid home & community-based services & family & supported living services; provides requirements for pilot project; requires APD to submit report to Governor, Legislature, & legislative committees; requires legislative approval for further expansion.

HB 1599 Research and Development Corporate Income Tax Credit: Creates Florida Research and Development Tax Credit; provides corporate income tax credit for research & development expenses; provides requirements, criteria, procedures, & limitations for credit; provides for carryforward, assignment, or sale of unused credits; specifies maximum credit amount for state fiscal year.

HB 1615 Elections: Revises provisions of election code relating to completion of voter registration applications & entry into statewide voter registration system, eligibility of provisional ballots, registration list maintenance requirements & forms, oaths of candidates for federal office, qualifying deadlines for various candidates, requirements for special district elections, election assessments of municipal candidates, requirements for qualifying by petition process, primary election date, municipal recall procedures & requirements, initiative petition signature validity duration, voting procedures & challenges, canvassing of ballots, requests for & provision of absentee ballots, use of mail ballot elections during emergencies, poll worker training, deadlines for election returns, requirements for write-in candidates & minor political parties, deadlines for campaign treasurer reports & beginning distribution of funds from Election Campaign Financing Trust Fund, & applicability to special elections.
