How does Nobles/Donovan petition stop the stadium?

That is the question I would like answered. The petition is on the Pensacola City Council vote approving the Design-Build contract with Magi Construction, which is serving as the general contractor for Maritime Park Development Partners (read contract).

The contractual obligations – Master Developer, Bondholders, NMTC and Pelicans/Studers- to build the stadium don’t go away if the design-build contract is rescinded. Those contracts have been executed and the time to challenged them by petition has passed.

How does the petition/referendum stop the stadium?
