A challenger has the best chance to beat an incumbent when there are only two candidates in the race – 2014: Underhill vs. Valentino; 2012: Chiders vs. Magaha; 2008: Morgan vs. McNesby and Robertson vs. Whitehead; and 2006: Robinson vs. Banjanin. The exceptions have been in City Council, ECUA and School Board races – but those are rare.
