Kinsella on leadership and culture

On “Real News with Rick Outzen” this morning, new City Administrator Tim Kinsella discussed what he learn when he chaired Mayor Reeves’ transition team in 2023.

“I found with the people of City Hall, there was a lot of wonderful people working there that were doing their best in a bureaucracy to make the city better for the citizens,” he said. “There were a lot of barriers in their way, and so some things needed to change within City Hall, I felt culturally, and I think a lot of the things that we brought up in the transition report.”

He continued, “It started there by giving the people in City Hall the tools, the environment that they needed to be able to do those things. In other words, going from a culture of asking why to a culture of asking why not, a culture of no to a culture of yes. So that was probably the first thing that struck me, just the talent that was there in city hall.”

Kinsella talk about the importance of culture. “Culture has to start from the top. It absolutely has to. You could have the best employees in the world, but if you’ve got a boss who is not walking the walk, if he’s not doing what that boss is supposed to, then it doesn’t matter hill of beans, how good your employees are because they’re not going to believe that’s not going to be that trust.”

He added, “Part of that culture is that trust between senior leadership and the rest of the organization.”
