Life without a paper mill

Last month, there were rumblings that International Paper was ready to shutdown its Cantonment mill if its wastewater disposal plan wasn’t allowed to happen. The NY Times has a article on how Berlin, VT has dealt with its paper mill being closed. The closure killed the housing market of the city of 10,000 people. The town is hoping a new prison and an ATV recreational park will revitalize Berlin.
