Local Head Start Funded Thru November

Doug Brown, the president and CEO of Community Action Program Committee (CPAC), has confirmed that CAPC Head Start is funded through Nov. 30. However, the federal shutdown has created “significant challenges” in its weatherization program and educational programs.

  • Background: The Community Action Program Committee (CAPC) in Escambia County is a nonprofit organization established in 1965 dedicated to fighting poverty, helping low-income families achieve stability and self-sufficiency, and transforming communities across Pensacola and Northwest Florida. Its board includes Tabitha Nichols (chair), Gabriel Smith (vice chair), Al Jackson (treasurer), County Commissioner Steve Stroberger, John Robertson, School Board Member David Williams and Nicole Goheen.

In a press release, Brown stated, “It is becoming increasingly difficult to attract and retain qualified educational staff, which impacts our capacity to serve children effectively. Our greatest concern remains the learning and development of the children who depend on our programs for quality educational experiences.”

  • He continued, “We are awaiting our Head Start grant award for fiscal year 2025–2026, with an effective date of December 1, 2025. We are working to identify contingencies should the shutdown continue beyond that time.”

Brown has temporarily reassigned weatherization program staff to other departments supported by alternative funding streams. He wrote, “This proactive step ensures continuity of service and allows us to retain our skilled and dedicated workforce as we navigate this period of uncertainty.”

CPAC has not wavered in its commitment to the community. “Despite these challenges, we remain steadfast in our mission to serve the community. We are actively working to secure alternative funding sources, optimize our resources, and maintain the highest quality of service possible during this uncertain period. Our dedicated staff continues to demonstrate remarkable resilience and commitment to the families we serve.”
