Low bidder on Pensacola Bay Bridge did not get highest technical score

Inweekly received the tally sheets for design and construction of the new Pensacola Bay Bridge. As reported in the PNJ, Skanska USA Civil Southeast, Inc. was the lowest bidder with $398.5 million for the project. However, the company did not receive the highest total technical score.

Anderson/De Moya/Leware, A Joint Venture received a total technical score of 93.20, Skanska USA Civil Southeast had a total score of 78.60, the lowest of the five bidders.

However, when the total score is adjusted for the bid price, Skanska came with in the best number – 5,069,974.55; Anderson/De Moya/Leware – 5,461,373.39. The lowest adjusted score is the winner.

Ian Satter, FDOT spokesman for District 3, told Inweekly that the selection has only two choices at its Monday meeting– either accept Skanska USA Civil Southeast as the winner or reject all the bids.
