Military upgrades expensive

According to the Mobile Press Register, Defense Department has trouble with military managers and contractors failing to deliver new weapons on time at the agreed-upon price. GAO reported in April to Congress that major new weapons systems are on average 21 months behind schedule, with cost overruns of 40 percent.
