Pensacola State creates new revenue streams by charging students

In June, Pensacola State College will ask its Board of Trustees to approve new fees to charge its students.

Pensacola State College has proposed an increase to the Full Cost of Instruction Fee for students.

The College Administration recommends $264 as the Full Cost of Instruction Fee. The current Full Cost of Instruction Fee is $237.50.

The proposed fee averages the cost of upper-level and lower-level credit courses with average systemwide costs of $260 and $268, respectively, for the 2021-2022 fiscal year, explained Anita Kovacs, PSC vice president of Business Affairs.

“For the coming year, we have averaged all costs to present one fee that is the same for both bachelor and credit programs. This is done for consistency with the recognition that the instruction costs are similar.”
The College’s District Board of Trustees will vote on the Full Cost of Instruction Fee increase at the Tuesday, June 20, meeting at 5:30 p.m. on the Pensacola campus. If approved by the Board of Trustees, the new Full Cost of Instruction Fee will take effect for the Fall 2023 Semester.

Florida Statute 1009.285 € fees for repeated enrollment in college credit courses € provides that students enrolled in the same undergraduate college credit course more than twice pay tuition at 100 percent of the full cost of instruction.
The statute further indicates that the calculation of the full cost of instruction shall be based upon the systemwide average of the prior year’s cost of undergraduate programs for Florida College System institutions.
The fees presented for the Full Cost of Instruction were taken from the 2023 Florida College System Factbook, the most recent system information available.


New Proposed Lab Fees for students enrolled in the Performing Arts Department programs.

* MUT 1001 Fundamentals of Music (Multiple Programs) lab fee increases to $30 from $0.
Reason: The lab fees will be used to purchase a site license to enhance the instruction of the music theory courses. The proposed website, “Artusi,” provides drill and practice assignments that support classroom instruction.

* MUT 1001 Music Theory I (Multiple Programs) lab fee increases to $30 from $0.
Reason: The lab fees will be used to purchase a site license to enhance the instruction of the music theory courses. The proposed website, “Artusi,” provides drill and practice assignments that support classroom instruction.

* MUT 1111 Music Theory II (Multiple Programs)  lab fees increase to $30 from $0.
Reason: The lab fees will be used to purchase a site license to enhance the instruction of the music theory courses. The proposed website, “Artusi,” provides drill and practice assignments that support classroom instruction.

* MUT 2116 Music Theory III lab fee increases to $30 from $0.
Reason: The lab fees will be used to purchase a site license to enhance the instruction of the music theory courses. The proposed website, “Artusi,” provides drill and practice assignments that support classroom instruction.

* MUT 2117 Music Theory IV  lab fee increases to $30 from $0.
Reason: The lab fees will be used to purchase a site license to enhance the instruction of the music theory courses. The proposed website, “Artusi,” provides drill and practice assignments that support classroom instruction.

* MVS 1116 Beginning Guitar Class lab fee increases to $30 From $0.
Reason: The lab fee will be used to purchase a site license to enhance the instruction of the Beginning Guitar Class. The proposed website, “Artusi,” provides drill and practice assignments that support classroom instruction.


Pensacola State College announced proposed Student Accident Insurance and Student Professional Liability Insurance fees for students enrolled in some programs.

Each year, the College pays $4.75 per student for Student Accident Insurance and $8.56 per student for Student Professional Liability Insurance. The College Administration is recommending students enrolled in the programs pay an annual $4 fee for Student Accident Insurance and an $8 fee for Student Professional Liability Insurance. The fees will allow the College to recover most of the insurance costs.

The Student Accident Insurance coverage provides $25,000 worth of excess coverage to cover accidents during the training program.

Likewise, the Student Professional Liability Insurance policy provides students in enrolled programs liability coverage for any act or omission of actions in an enrolled course of study.

“The purchased insurance is for an entire year and covers all courses in the identified programs,” explained Anita Kovacs,  PSC vice president of Business Affairs.

“The program establishes the insurance coverages and are subject to change as the College adds and removes programs from its inventory. As a result, we are asking the Board to approve the insurance fees for programs that need them without further Board action. The lists below identify the programs with insurance coverage that would have the fee applied if this proposal is approved.”

The Student Accident Insurance fees would cover students enrolled in Barbering, Biological Sciences, Building Construction, Chemistry Labs, Commercial Vehicle Driving, Cosmetology, Crime Scene Technician, Culinary Arts, Dental Assistant/Hygienist Lab (2 Year), Dental Hygienist – Local Anesthesia, EEG/EKG Technician, Electronic Technician, EMS/EMT, Health Information/Services Management, Heating/Air Conditioning (HARV), Horticulture, Manufacturing Technician, Massage Therapy, Medical Assisting, Nursing (Operating Room/Reg 1st Assistant), Nursing (Practical, LPN/Vocational, LVN), Nursing (Prof 2 and 4 Year), Paramedics, Pharmacy Technician, Phlebotomist, Physical/Exercise/Fitness, Physical Therapy/Assistant Technician, Physics Labs, Plumbing Apprenticeship, Radiography/Radiologic Technician, Sonography, Surgical Technician, Theater/Entertainment, Veterinary Technician and Welding.

The Student Professional Liability Insurance fees also will cover students enrolled in the Dental Hygienist (2 Year), Dental Hygienist – Local Anesthesia, EEG/EKG Technician, Nursing (Perioperative), Nursing (Practical, LPN/Vocational, LVN), Nursing (Prof) 2 Year, Nursing (Prof) 4 Year, Pharmacy Technician, Phlebotomist, Physical Therapy Assistant/Technician, Sonography, Surgical Technician/Central Service Technician, Veterinary Technician LD, EMS/EMT and Paramedics.
