Sheriff McNesby received 18,877 votes in the three-person Republican 2004 primary, while Morgan pulled in a distant 7,884 votes and Doyle Thomas trailed with 5,686 votes. Morgan, owner of Morgan Investigations, was a virtual unknown at the time.
Back then Morgan’s campaign issues were:
-
Pay and benefits for deputies and corrections officers
-
Zero-base and restructure existing budget for needed funds.
-
Building trust within community and re-establish strong neighborhood watch programs with sheriff/chief deputy participation.
-
Honor, character and integrity by avoiding the appearance of impropriety and never using the office for personal favors or intervention in private matters.
