Special Session has limits

Next week, the Florida Legislature will hold a special session to deal with the state budget crisis. There are some limits placed on the session by Senate president Jeff Atwater and House Speaker Ray Sansom.

The lawmakers can not consider any changes to the alcohol or tobacco taxes. They can however:

*Redirect trust revenues and balances to the General Revenue Fund,
*Streamline (cut?) educational programs,
*Make adjustments to fees and fines relating to traffic enforcement and to civil and criminal fees, fines, and penalties,
*Authorize a pilot program to provide up to $10 million in small business loans,
*Authorize intergovemmental transfers
