Florida House Speaker Danny Perez and Senate President Ben Albritton have filed a proclamation with the Secretary of State calling a Special Session from Tuesday, May 12, through Friday, May 29, to complete the General Appropriations Act, along with its implementing bill and conforming bills, including the tax package.
- The House will convene on the morning of Tuesday, May 12, at which time we will place the identical budget bills from the 2026 Session into a conference posture.
The House will host the conference process this year. Conference committees will be authorized to meet, at the call of the chairs, through Friday, May 15, at noon, at which time all remaining issues will be bumped.
After your assigned conference committee completes its work or the bump occurs, whichever comes first, lawmakers will return to Tallahassee until the week of Memorial Day.
Speaker Perez told the lawmakers, “You should expect to be in town for one full day. We will notify you of the specific date for the Session once we have clarity on when the completed conference report will be published.
- He added, “As you will recall, the Florida Constitution imposes a 72-hour waiting period before we may vote on the G.A.A. We are hopeful that the Session can be held on either May 27 or May 28.”
Bump
- Process: When the House and Senate Appropriations Committees cannot agree on specific budget items, those unresolved issues are “bumped” to the Appropriations Committee Chairs.
- Final Stage: If the chairs cannot agree, the issues are bumped again to the President of the Senate and the Speaker of the House for final, top-level negotiation
