Superintendent failing to meet the goals he set for himself

malcolm1
Superintendent Malcolm Thomas has six goals for himself. He is completing his sixth year in office. He has done well on two of them. The other four he has not –which gives him a “D” on most grading scales.

1. All schools scoring “C” or above on state accountability system. The school grades are headed in the wrong direction.

2009   D: 3

2010   D: 3   F: 1

2011   D: 1

2012   D: 7   F: 1

2013   D: 6   F: 4

2. Double the number of students scoring at the highest levels (4 and 5) in Reading, Math and Science

We only have the Third Grade reading and math scores. They are not improving.

Reading 4 5 Combined
2014 23 8 31
2013 22 10 32
2012 20 9 29
Math 4 5 Combined
2014 15 6 21
2013 15 8 23
2012 16 8 24

3. Within 3 years (by the 2012-2013 school year) 90% of all 2nd grade students will read on grade level. We don’t have the 2nd grade reading scores, but this year’s third graders were the 2012-2013 2nd graders: 45 percent read below their grade level

4. Schools will reduce the number of out of school suspensions by at least 10% by providing alternative consequences that will change behavior. Out of school suspension are down, in-school up and overall are only down 6%.

  Out-of-school In-School Combined
2008-2009 7,225 1,868 9,093
2011-2012 4,266 4,313 8,579
Change -41% 131% -6%

5. High schools will increase the graduation rates by at least 3%. The graduation rate is up 8 percentage points.

2009 56.2%
2010 55.5%
2011 57.7%
2012 62.1%
2013 64.2%

6. The district will create a premier middle school at Warrington Middle. Not even close.
