EXPANDING MIGRANT OPERATIONS CENTER AT NAVAL STATION GUANTANAMO BAY TO FULL CAPACITY
I hereby direct the Secretary of Defense and the Secretary of Homeland Security to take all appropriate actions to expand the Migrant Operations Center at Naval Station Guantanamo Bay to full capacity to provide additional detention space for high-priority criminal aliens unlawfully present in the United States, and to address attendant immigration enforcement needs identified by the Department of Defense and the Department of Homeland Security.
This memorandum is issued in order to halt the border invasion, dismantle criminal cartels, and restore national sovereignty.
This memorandum is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
PRESIDENT DONALD J. TRUMP SIGNED S.5 INTO LAW
The President signed into law: S. 5, the “Laken Riley Act,” which requires the Secretary of Homeland Security to take into custody aliens who have been charged in the United States with theft, and for other purposes.

• Inventory pending complaints against higher education institutions related to post-October 7, 2023 campus anti-Semitism

Department of Justice (Attorney General):
• Must provide inventory of court cases involving higher education institutions and campus anti-Semitism since October 7, 2023
• Indicate planned or taken actions regarding these cases
• Encouraged to use civil rights enforcement authorities to combat anti-Semitism
Department of Education:
• Must inventory all Title VI complaints and administrative actions related to anti-Semitism in both higher education and K-12 settings since October 7, 2023
Joint requirements for State, Education, and Homeland Security:
• Develop recommendations for:
o Helping higher education institutions understand grounds for inadmissibility under immigration law
o Enabling institutions to monitor and report activities by foreign students and staff that may violate these grounds
o Ensuring such reports lead to appropriate investigations and possible removal actions when warranted
