WFPL Board of Governance Down to Three

The West Florida Public Library Board of Governance is down to three members—Blaine Wall (Pensacola City Council appointee), Joyce Hopkins (Escambia County Commission appointee) and Mayor D.C. Reeves’s recent appointee, Rachel Hendrix (Longwood).

  • Why this matters: In our May 21 issue, I expressed my concerns that the Board of County Commissioners might move to dissolve, which may be a stretch. However, Wall, who chairs the WFPL Board of Governance, has written to County Administrator Wes Moreno and Library Services Director Christal Bell-Rivera, complaining about the “continued failure to place appointments for two vacant BOG seats on the agenda of the Escambia County Board of County Commissioners.” He has received no reply.

In his email, Wall warned that the BCC leaving two seats vacant undermines the board’s oversight and the library system’s transparency. He wrote that the qualified candidates submitted applications in January, but none have presented to the commissioners.

  • Wall requested that Moreno add the appointments to the next available commission agenda and asked for clarification on the delay, noting the library system serves hundreds of thousands of residents and requires a fully staffed governing board.

County Commission Chair Ashlee Hofberger could intervene and add the appointments to the June 17 agenda.

Mr. Moreno:

As Chair of the West Florida Public Libraries Board of Governance (“BOG”), I write to express serious concern regarding the continued failure to place appointments for two vacant BOG seats on the agenda of the Escambia County Board of County Commissioners.

These seats have remained vacant since March 1, despite qualified applicants having submitted application materials by the County’s stated deadline in early January. The Board has been advised that a request was made for these appointments to be placed on a Commission agenda, yet no action has occurred. What should have been a routine public appointment process has now remained unresolved for several months without any meaningful explanation regarding the delay.

The Interlocal Agreement establishing the West Florida Public Libraries Board of Governance expressly provides for Escambia County to appoint three members to the Board. This responsibility is an important component of the governance structure jointly established by Escambia County and the City of Pensacola to ensure continuity, oversight, and accountability for the public library system.

Extended vacancies impair the Board’s ability to fully function and undermine the continuity intended by the interlocal framework. More importantly, withholding appointments from Commission consideration effectively prevents the Commission from exercising its appointment authority in a timely and transparent manner.

This issue is particularly concerning given recent public discussion surrounding administrative involvement in library governance and director selection matters. Regardless of differing perspectives on those issues, maintaining clear governance boundaries and ensuring transparent adherence to established processes is essential to preserving public confidence in both County Administration and the library system’s governance structure.

The Board of Governance has continued carrying out its responsibilities despite these vacancies, but the prolonged delay in filling these seats is neither sustainable nor consistent with the spirit of the interlocal agreement. The public deserves a fully constituted governing board capable of carrying out its oversight responsibilities without unnecessary administrative delay.

Accordingly, I respectfully request that the appointments for the two vacant Board of Governance seats be placed on the next available Commission agenda so the Commission may consider the applicants and fulfill its obligations under the interlocal agreement. I would also appreciate clarification regarding the reason for the delay in advancing these appointments for Commission consideration.

West Florida Public Libraries serves hundreds of thousands of residents and represents a substantial public investment shared by both the County and the City. Its governance structure should be supported with the seriousness, professionalism, and institutional respect such a public responsibility requires.
