Solid Waste Moratorium
There will be a public hearing for consideration of adopting an Ordinance extending the temporary moratorium related to Solid Waste Management Facilities. Last year the County Commission adopted an ordinance establishing a temporary moratorium on the processing of applications for, and the issuance of, permits, development orders, DRC approvals, administrative approvals, or other approval of any type for any new construction of solid waste management facilities, resource recovery systems and other facilities. This will extend it an additional six months.

Escambia County 4-H Center Construction Contract
Award a Contract, PD 12-13.068, Escambia County 4-H Center, to A.E. New, Jr., Inc., for the Base Bid for building and site construction, in the amount of $1,366,500, and Bid Option 1, in the amount of $36,800, Bid Option 2, in the amount of $11,200, and Bid Option 13, in the amount of $13,100, for a total of $1,427,600, and authorize the Interim County Administrator to execute all Purchase Orders, $50,000 or greater, for the Owner Direct Purchases; and authorize the increase in the Total Project Budget from $1,500,000 to $1,665,000, utilizing funds from the LOST (Local Option Sales Tax) reserves that will be appropriated for this purpose in Project Number 12PF1675.

BDI Gets Big Change Order
Baskerville-Donovan is up for a hefty Change Order for design services for OLF-X property in Santa Rosa County. The original contract was $133,468.34. The change order is for $727,805.60–nearly five and a half times greater than the initial contract. No bids were requested on the additional work.

Discussion Items:
Interim County Administrator Larry Newsom has two discussion items: Workforce Development Plan and Contractor Competency Board. Both could be interesting.
