I’ve been asked who hired Elaine Mager. She worked for the City of Pensacola prior to Ashton Hayward being sworn in. I don’t know which city manager hired her.
Al Coby also has been with the city for awhile. Neither were not initially hired by the city council. Although the council did promote Coby from assistant city manager to replace Tom Bonfield, they did not hire him to help with their administrative needs after Hayward took office.
Mayor Hayward assigned Mager to help with the administrative needs of the council. It’s my understanding that former city manager Al Coby also works with the council on more detail matters.
To date, I am not aware of any complaints about their work ethic. They offer the council a great deal on institutional knowledge.
