Pensacola City Councilwoman Jewel Cannada-Wynn said Friday she expected more from E.W. Bullock Associates officials in their presentation for the Energy Services of Pensacola contract, especially since the agency had done ESP’s public relations for 10 years.
As such, the presentation should have been “energizing and visionary,”
Cannada-Wynn said.
That’s why she gave the agency a “0” in the presentation category
during the advisory board meeting, she explained. “I guess the school
teacher came out in me.”
The councilwoman’s score sheet for Bullock reads: Ability and
experience of the firm: 35 out of 40; Qualifications of proposed
staff: 20 of 20; Ability to meet schedules and budgets: 30 of 30;
Location of firm: 5 of 5; and Quality of presentation: 0 of 5, with a
line through the zero.
As a result of the last score, Bullock came in second place, one point behind Gold & Associates of Ponte Vedra Beach, Fla.
Keith Gold traveled to the Panhandle for a recent City Council meeting to ask why his firm wasn’t awarded the contract, even though he came in first place.
Despite heated debate at the council meeting, Cannada-Wynn was mum on the scoring issue, speaking instead about local versus out-of-town firms for contracts and discrepancies in the city’s policies and procedures.
Cannada-Wynn said Friday that perhaps she should have spoken up then about the zero, which others briefly referred to, “But I really didn’t want to be negative,” she said. “And I still don’t right now.”
Because E.W. Bullock had worked on ESP for so long, she reiterated, “I was looking for something that was a little bit more, and they did not present that. I expected (a presentation) really soaring with visions for the future of ESP.”
E.W. Bullock does good things in our community, she added. “This is about the policies and procedures in the City of Pensacola, and that’s where I want to keep it.”
