Pensacola City Councilman Marty Donovan also states his campaign literature that he “spearheaded the city’s efforts to build 26 major stormwater treatment projects.”
The truth is the Pensacola City Council approved a stormwater utility to deal with the stormwater problems of Bayou Texar in November 2000 – six months before Marty Donovan was elected to the city council.
After Donovan was elected, the city council was well on its way to establishing a stormwater utility fee and bonding those revenues to do the stormwater work. While Donovan may have supported these efforts, it’s very clear the council was committed to work on stormwater whether Donovan was on the council or not.
