Panama City has gangs

News Herald reports on the gang known as “Crazy White Boys.” The group’s activities came to the attention of authorities while investigating the June 2004 murder of a Panama City Beach teenager. Five gang members were charged in the case. Ultimately, all but one, Stephen Fox, went free. Fox pleaded guilty to manslaughter.
