IN punished for asking first

Here is Frank Miller’s response to my request for a refund on my original records request:

Mr. Outzen,

Your request for information was made prior to that of Mr. Cosson. My staff had completed the research of their emails and files to comply with your request and the information requested by Mr. Cosson was contained in that material search. The cost to research our files was billed to you in response to your request; we were not required to undertake any additional research to comply with Mr. Cosson’s request.

Moral of the story: Don’t be the first one to ask for information.
