Budget Voodoo: City Personnel costs have risen steady during Hayward’s second term

During his re-election campaign, Pensacola Mayor Ashton Hayward touted how many staff positions he cut and how he reduced payroll costs. His proposed budget for FY 2017 shows that the personnel costs have climbed each budget year since FY 2014. The exception is Fire due to the considerable savings in pension costs.

When the Fire Department isn’t included, the Personnel costs have increased each year:

FY 2015: $1,508,204
FY 2016: $1,672,767
FY 2017: $1,069,639

With the Fire Department included, here are the changes each year

FY 2015: $2,581,600
FY 2016: $296,501
FY 2017: $234,110

We tried to view the Budget workshop videos to see the Pensacola City Council is review these numbers, but the city hasn’t uploaded them to website yet.
