When you add up the 2018-19 proposed budgets for City of Pensacola, Escambia County, Escambia County School District and the Emerald Coast Utility Authority, you have a $1,59 billion industry. We used the current budget for ECUA because the utility has not posted its proposed budget for next year on its website.
It may be time to look at how some services and functions could be consolidated. The last time it was discussed was 2010. The elected officials rejected plan submitted by a citizen-driven consolidation commission but promised to consolidate services. That never happened.
