Northrup dropping out of tanker bid?

It may be a bluff to force the Pentagon to rewrite the bid specs, but Wes Bush, president and chief operating officer of Northrop, said in a letter delivered to Under Secretary of Defense Ashton Carter that the company “cannot proceed to submit a bid.”
