There is a pattern here. BP gets kudos in the media around the world for its community outreach efforts in the Florida Panhandle. County officials are told the BP will pay for everything. Then the Florida Dept. of Environmental Protection rejects or delays approval of local plans to battle in the impending onslaught of BP crude.
