Here is how the scenario goes – Megan Pratt is the front-runner. J.D. Smith is the spoiler who will pull away just enough votes to force Pratt into a run-off with former Wendell Rich. In the run-off, the Pensacola police – from which Rich retired – will come out strong for Rich. In low turnout run-off, that just might be enough to put Rich into office.
