About two-thirds of Tallahassee voters approved yesterday, 38,968 to 19,431, a city charter amendment that creates a seven-member ethics board with the power to investigate complaints of unethical behavior by city employees and officials and levy civil penalties if wrongdoing is found to have occurred.
