The Regional Transportation Management Center will sit next to the county’s Emergency Operations Center and is expected to open in early 2028.
Construction is underway on the $22.5 million Escambia-Santa Rosa Regional Transportation Management Center (RTMC), according to a Nov. 2 news release from the Emerald Coast Regional Council. The facility will be built next to the Escambia County Emergency Operations Center at 6575 North W Street in Pensacola. Completion is expected in early 2028.
What it will do: The RTMC will serve as a central hub for traffic management operations and support Emerald Green Light, the regional transportation program that uses technology and advanced infrastructure to improve traffic flow. It will house the regional Advanced Traffic Management System (ATMS) and Intelligent Transportation Systems (ITS) technology. Transportation personnel will have one place to monitor roadway conditions, coordinate traffic signal operations, and respond to traffic disruptions.
“Traffic doesn’t stop at county lines, and neither should our efforts to improve how people travel throughout the region.”
Kandase Lee, CEO, Emerald Coast Regional Council
Who is involved: The project brings together seven partners.
- Florida Department of Transportation (FDOT)
- Emerald Coast Regional Council (ECRC)
- Escambia County
- Santa Rosa County
- City of Pensacola
- City of Milton
- City of Gulf Breeze
Emergency vehicle preemption: One technology that can be housed in the RTMC is emergency vehicle preemption. It lets equipped emergency vehicles request priority at participating traffic signals, helping responders move through intersections more efficiently.
Why This Matters: Regional traffic coordination has long been a goal for the two counties. The RTMC is the first major piece of hardware to make it happen. The release calls it “a foundation for future traffic management improvements.” Taxpayers should expect the partners to spell out the costs, the contract, and the timeline for connecting signals across county lines.
