Larry Walker, ECUA District 5, defeated Robert Tekenkamp in 2004 by attacking Tekenkamp’s position on relocating the Main Street Sewage Treatment plant.
Walker even had his own plan which called for the proposed IP plant to be expanded and also expand the Bayou Marcus so that his district wouldn’t have to handle all the Main Street effluent.
