The Democratic Congress recently passed a bill mandating that FEMA pay 100% of the cleanup and repair costs of local governments for the 2005 hurricanes. This means another $386 million for the state. Escambia County gets $12.2 million; Santa Rosa $9 million; Okaloosa $2.1 million
