The Democratic governor of Illinois is proposing a $2.1 billion plan to help pay for healthcare.

The plan doesn’t stop with the uninsured, but also has rebates for those having difficulty paying the health insurance premiums. Families earning up to $80,000 a year for a family of four potentially would be eligible for the rebates.

The governor will announce on Wednesday how he proposes to pay for the programs. The article suggests it will be a gross receipts tax on businesses.
