Over a third of the primary voters may have already cast their ballots

Just got off the phone with Supervisor of Elections David Stafford. He estimates that about 16,685 votes have been cast either by early voting or absentee ballots. The overall turnout is expected to be about 25 percent, 43,500-44,000 votes. This means about 38 percent of the votes have already been cast.
