It isn’t rocket science. Big difference between public and private bid work. City hires lowest bidder and Studer hires best bidder. Duhhhhh
The way construction sites are scrutinized does not depend on location.
It all depends on who is running the project.
I would venture to guess that city projects are not scrutinized like private projects.
Cost money you know to do things within the law and all.
